Secret project carried hidden dangers

In the 1940s and '50s, the U.S. government secretly hired scores of private companies to process huge volumes of nuclear weapons material. But the companies were not prepared for the hazards of handling nuclear material. Workers were not informed of the risks. Thousands were exposed to dangerous levels of radiation. Government reports were classified and buried. The result is a legacy of poisoned workers and communities that lingers to this day. Compromise reached on compensation plan

WASHINGTON — After weeks of discussion, House and Senate negotiators finally reached agreement Thursday on a plan to provide nuclear weapons plant workers with compensation and medical care for work-related illnesses next year.

The plan, part of a Defense Authorization Bill for this year, requires the next president to send Congress a specific proposal by March 15 detailing the amount of compensation and benefits he believes should be paid to the workers Thompson said.

Congress then would have until July 31 to enact specific compensation levels.

But if Congress does not act by then, a program would be implemented that would pay a benefit of $150,000 plus medical benefits to all eligible workers and former workers.

The agreement includes $250 million for next year to establish the compensation program, with an extra $25 million to get the program implemented immediately. The benefits will be an entitlement, meaning the money would not be subject to the annual appropriations process.

The estimated total cost of the program is $1.2 billion over five years.

The Defense Authorization Bill must still be approved by the House and Senate before it can be sent to President Clinton for his signature.

''This is a victory for the men and women who helped this country win the Cold War,'' said Sen. Fred Thompson, R-Tenn., who with Sen. Jeff Bingaman, D-N.M., co-authored a compensation plan unanimously adopted by the Senate in June. ''It's been a long, hard fight, but today Congress made good on its obligation to those who are suffering as a result of their service to our country.''

The Senate plan would have provided $1 billion over 10 years to compensate workers at 32 nuclear-weapons installations. They include Oak Ridge National Laboratory in east Tennessee, the Paducah Gaseous Diffusion Plant in western Kentucky, Fernald in southwest Ohio, the Portsmouth Gaseous Diffusion Plant in southeast Ohio and the Nevada Test Site in southern Nevada.

Under the Senate proposal, any worker suffering from exposure to radiation, beryllium or silica could chose either at least $200,000 and medical care or a set of benefits, including money for lost wages, that might be worth more than the lump sum.

House negotiators rejected that plan because their chamber's version of the defense bill contained no nuclear workers compensation provision and they wanted more study of any compensation program.

But House Speaker Dennis Hastert, R-Ill., who opposed the Senate plan because of questions about the cost, called the negotiated program ''a common-sense compromise.''

''We need to ensure that these workers who have sacrificed their health in order to serve their country are dealt with fairly,'' Hastert said. ''It is time that the federal government take responsibility for the health of these workers, who have done so much in service to their nation.''

Sen. Jim Bunning, R-Ky., said it was a ''hard fight'' to get the House to go along with a compensation plan.

''While we can never give these workers back their health, I am glad that we have begun the process of getting them some help,'' he said.

Sen. Mitch McConnell, R-Ky., called the negotiated plan ''a victory for those workers made sick by years of secret exposure to radiation and hazardous chemicals at the Paducah plant.

''We refused to take no for an answer,'' he said. ''This legislation guarantees that the government will never turn its back on those workers again.''

Thompson said the negotiated compensation plan still features eligibility criteria similar to those in the Senate-adopted proposal.

About 3,000 to 4,000 nuclear weapons plant employees suffering from work-related illnesses are expected to qualify for compensation. In addition, the plan may also provide more compensation to thousands of sick miners and others who dealt with uranium for the plants.

''With the help of the workers, we were able to convince Congress of the importance of this issue,'' Thompson said. ''We can never fully repay our debt of gratitude to these workers who served so well

Compensation a hot political issue

WASHINGTON (AP) — If people who were sickened by working at nuclear weapons plants during the Cold War receive government compensation, it might have as much to with politics as compassion.

Lawmakers say House-Senate negotiations on a compensation plan - an idea that has significant bipartisan support in Congress - gained momentum Wednesday.

They broke down on Monday, but resumed the next day after Republicans such as Tennessee Sen. Fred Thompson made stinging remarks accusing House GOP leaders of failing to negotiate in good faith. Republican House members said the issue could hurt them at the polls and possibly swing House control to the Democrats.

''There is a lot of pressure being put on the House and rightly so,'' said Rep. Zach Wamp, R-Tenn., who represents workers at the Oak Ridge nuclear reservation.

John Feehery, spokesman for speaker House Speaker Dennis Hastert, R-Ill., acknowledged that the response from some GOP lawmakers prompted Republican leaders to go back to the bargaining table.

''It has given us a reason to change our mind and work toward getting a satisfactory conclusion,'' he said.

''Sometimes when constituents make their case in an election year, their voices are a little bit louder.''

Last spring, the Energy Department reversed 50 years of federal policy by declaring that workers injured or killed by radiation at weapons plants should be compensated. The agency proposed minimum lump sum payments of $100,000.

The Senate later approved a measure calling for workers exposed to radiation and toxic chemicals to receive $200,000 in compensation from the federal government, plus health benefits, but House GOP leaders balked, expressing concern about an entitlement program whose costs were uncertain because it's not known how many workers would qualify.

The Congressional Budget Office estimated the compensation proposal would cost $1.7 billion to cover approximately 4,000 workers over 10 years.

Among the places that are home to large groups of workers who might qualify for compensation are the key presidential election states of California, Ohio and Washington.

Rep. Ed Whitfield, R-Ky., who faces a tough re-election opponent in Democrat Brian Roy, has been pushing GOP House leaders to reach a compromise and redoubled his efforts after talks broke off.

''I'm sure they (GOP leaders) understand the politics of it, and that's why it's so puzzling,'' said Whitfield, whose district is home to the Paducah uranium enrichment plant. ''The reality is if you don't pass important legislation, your opponent can always talk about it.''

Wamp's Democratic opponent, Will Callaway, issued a news release shortly after talks broke down criticizing Wamp for not convincing GOP House leaders to back the compensation package.

House Minority Whip David Bonior, D-Mich., said failure to approve a compensation plan says something about the ''compassionate conservatism'' Republicans have been touting.

''It's an excellent test of that, and we'll see how compassionate they are,'' Bonior said.

Energy Dept. to release list of firms

WASHINGTON — The Energy Department on Thursday will release the names and locations of more than 550 companies, research sites and other places across the nation where radioactive and toxic materials may have been secretly processed for the U.S. nuclear weapons program.

The list was obtained Wednesday by USA TODAY. Its publication follows a USA TODAY investigation that detailed the government's extensive use of private companies for nuclear arms work.

That investigation, published earlier this month, turned up about 300 private contractors that did weapons work. It also revealed that unwitting workers at many sites were exposed to extreme radiation and chemical hazards and that many companies dumped hazardous waste into surrounding communities.

While the federal plants and labs in the database have been publicly known for years, this is the first time the government has released a comprehensive list that includes commercial facilities.

The list is being released on the day of a House hearing on legislation that would for the first time provide government compensation to weapons workers with illnesses linked to exposure to radioactive and toxic material. It's likely to raise questions about whether the bill, which mainly promises aid to workers at federal sites, should provide more guarantees of coverage for workers at the private facilities.

This is a list of more than 550 sites where the Department of Energy either knows work was performed for the nuclear weapons program or where questions have been raised about whether such work was done. At some of these sites, past investigations have concluded that no radioactive material was handled. At other sites, past investigations have concluded that weapons work was not done.

However, there are questions about whether the conclusions reached at some sites during previous investigations are accurate. DOE is reexamining records at many sites. Officials also say they are developing a plan to address worker safety and environmental questions at many of the sites.

As it becomes available, more information will be posted on a public database that Energy Secretary Bill Richardson has ordered be created on the DOE's Web site: http://www.doe.gov/. The DOE provided no information about Oklahoma and Vermont. Sites are presented in the order they appear on the DOE's list:
